There is much to like from what I can see and find with a quick search. The NELLI decal lead me to this small Lotus club’s website and a photo of the car. The link shows the following from 2003:

Restored 1999-2000. Suspension lowered, adjustable shocks, adjustable front and rear suspension, engine converted to twin Weber carburetors, gearbox changed from 4-speed to 5-speed. Wheels changed to 14" Panasport. Original color was Carnival Red.
However, there are many more questions that need to be answered. The paint looks newish, very heavy with lots of orange peel. Why do so many components look so new yet the passenger headlight ring looks as if it’s been sitting outside through dozens of New England winters? Makes one wonder what the underside looks like. Why does it have the wrong Championship badge? Yes more photos and a better description is in order.
