Cant get wiper motor to work

This is on my federal 73 tcs,I have never seen the wipers  work. If I disconect the connection block at the motor and meter the different wires, I get 12v from each wire depending on the position of the stalk, except for the brown wire. It makes no difference what I do it doesn't show 12v.
There are no noises at all coming from the wiper motor when trying to use it either.

Is the motor separately earthed?

There is a ring connector which goes under one of the long thin bolts which hold the casing together.

Yes, mine has that exact earth wire, infact it is two wires joined to that one ring connector.

Went through the check list and my electrics are fine, which means the wiper motor had to come out for further investigation.
