Wash/wipe switch

I have the 'Push to squirt' washer switch, but it only rotates once to turn on the wipers. It has 3 terminals on the back, and I know the wiper motor is 2 speed. Should I be able to turn it twice for both speeds?
 Looking down inside the switch it connects terminals 1&2, when turned it connects terminals 2&3. There doesn't seem to be an 'off' postition.
 I would welcome any thoughts.

You have the wrong switch.  The correct, early, push-to-wash, wiper switch has four contacts.  Check the wiring diagrams to confirm.
