Passanger Footwell Gubbins?

After sorting out some wiring issues today, I noticed that there is a cable connected to something on the 'spine' of the chassis in the passenger footwell. It's a RHD car and always has been. Any ideas please?
I realised last week that my Banks Europa fuel tank had been 'fitted' too poorly for me to risk driving the car until I fix it! 2 of the 4 fixing lugs don't have bolts in them and the tank sits about an inch below the floor level. I'll have to reposition it higher so I can rebuild the floor level along the bottom again...

Only thing on that side is the throttle cable.
