The lock washer you have is the same as the ones I've used in the past and supplied as proper Lotus parts, so I think you're right there. I'm guessing you've used the same internal spacers that you took out ? if not, the dimensions of S2 & TC should be 2.125", the TCS smaller at 2.0" because it's got bigger bearings.
Mine shows almost a full nut thread, about 1 or 1.5 turns from completion and it did concern me at the time. As I'd re-used all the old spacers I think I just put it down to the new nut being thicker than the old ones which I'd successfully wrecked during removal. With 20/20 hindsight I should have kept the old ones for comparison, but of course I didn't....
Apart from that suggestion, I'm struggling. If the bearings & internal/external spacers are the right width and it's all tight then I'm not sure what else you can do about it ?
Messing about with the spacer widths to get a full thread doesn't sound right. Either the inboard bearing won't float and possibly get pre-load against the carrier or the brake drum will bind on the backing plate with lack of clearance. I'm struggling, I'm interested in what the other guys think.
