How is "ReadyToFix" still in business??

The scam website "ReadyToFix" is still going strong, scamming people who pay $25 for nothing. The photos of their cars for sale are about ten years old, I remember seeing the same car photos way back then. I guess there's no policing organization for the internet (yet) that has the power to shut down the site and arrest the scam artists. There are complaints on the internet about that site from as far back as 2002...
