Rocker cover double layer?

Hello
Anyone knows why the rocker cover on the Renault crossflow has a double layer? I know that you have many different engines and that it is a little weird question. Anyway there is a extra metal sheet on top of the first and oil and dirt can hide in there. I am considering filling up the gaps to make it look nicer and paint it.
