Don't worry about whether your questions are dumb or not, we all ask them at some point. And as someone once said to me as a young engineer, "the only dumb question is the one you don't ask before making a mistake". (actually, I've cleaned that up, it wasn't "making a mistake"
)
So take photos of anything that puzzles you and ask away.
The damage looks superficial to me, something that might take a fair bit of time to eradicate gel-coat crazing but nothing beyond a few Saturday mornings splashing resin around. A fair bit of work inside but overall if I was buying a similar project over this side of the pond I'm sure I'd have paid more than you have for that car.
