License plate lights TCS

1974 TCS. I have two plate lights, with one in a strange almost randomly picked location off centerline as compared to the other. However, both are not located to really light a USA plate, spread too far apart, maybe a European plate with their number placement? For a USA plate they really are in the wrong locations. Did USA imports always have two lights?

It was news to me as well but, yes, I think the FED cars got two plate lights.

All my 7 US Federal cars have 2 number plate lights, from 2420R to 4688R.
