Steering column clamp - captive nut, or not?

Is the nut on the clamp (shown below) captive? Mine wont budge, and I don't want to force it more if it's supposed to be like that!



(Already doused in PB Blaster for a day ...)

I don't remember specifically, but I don't think it is. I'm almost positive it's is a lock nut for the allen screw. I suspect you can't turn the allen screw either. It's probably time to soak it in Liquid Wrench or Kroil for a while.

Thanks guys ... it's now soaking in ATF/Acetone  ;D
