Is the wiper assembly something that has issues and I need to look at while the dash etc. is out of the car?

It would probably be easiest if you did the wipers while the dash was out but I don't think it is absolutely necessary. You want to put some light grease in the tube for the flexible "rack" that drives the wipers. The only issues mine have is that they are very slow until the car gets going. I think I might have used grease that is stiffer than prudent when I put mine together. If your wheel boxes (I think that's the proper name for them) and your motor are in good shape, you shouldn't have any problems.
I forgot to add that your biggest problem will probably be to find wiper blades for the stock wiper blade holders. They are pretty difficult to find. The last set I bought were ANCO U-16R.

Turbo I changed out the wheel boxes and lubed the cable assembly like BDA said, they worked much better afterwards. Just don’t mount them backwards…😠
As for wiper blades I used these but had to swap out the holder.

I did mine recently. It was easy to dissemble the motor and gearbox to clean and lube. They needed it. I did have a dry stiff wheel box that I repaired by getting a little oil onto the shaft. It takes a while since it is sealed against water. I should have just filled a cup with oil and let them sit in the cup for a few days. Check your electrical connections, mine were corroded. Works like new now.
