Not my car but I'm always browsing at Europas. One day I'll restore one... but not this one.

$9500 seems a bit high for a Europa that at least needs paint, is not complete and with at least the engine disassembled. Maybe it's a good sign that he can ask that. After all, it wasn't that many years ago that you couldn't get that for a nice running Europa. I hope he gets it!
I also hope you find your Europa to restore, skippopotamus! Good luck!

It might be a good project but you can't tell much about the car from the ad. Hard to even see the paint under the dust.
I like the anagram found in one of the comments.

Good choice, skippo. I think this is one to stay away from, at least insofar as the info in the add is concerned. And priced too high, to boot.

The most I would pay would be $5,000, and I would need to know exactly what was missing before I parted with any cash.
Cylinder head?
Gearbox?
Carbs?
Fuel tanks?
Badly rusted chassis?
The rest of the bits are not too expensive, but it all adds up !
